Have some loose pavers on the side of my driveway on both sides. Shocker! Anyway is cement still what people use for the best adhesion to the cement underneath or is there some new adhesive that works better. Thanks

I had very good luck with Loctite PL 500 landscaping adhesive. I didn't use it for pavers but I know it is used for them.

I agree with using construction adhesive, make sure the area is clean and DRY, then apply the adhesive per the instructions.

Pick an adhesive that is ok for water contact

All the re-do border pavers in our area have concrete put up against them so they will never move.
