I think the Citizens have the eco-drive system which use capacitor batteries which recharge with wrist motion. They should last 10 years or more, so it’s weird that they are failing. A little more expensive than a regular watch battery and slightly tricky because you have to align them rotationally, But still easy DIY if you have a case back removal tool. Or any actual jeweler that carries citizen should be able to do it.

If the watch has stopped working it could be water infiltration due to a failed seal. If that is the case it’s not worth fixing. But the good news is citizen watches only cost a few hundred dollars. It’s not Rolex or omega money,
