I always leave a note that they obviously retrieved because the next day the note is gone but still no package.

Who is responible for the mail handlers?
I had a problem, not with packages, but with not receiving my mail. I called the general post office 800 number. They created a case. The local post office contacted me and appears that my issue has been resolved. In your case, the Postal Inspectors should be contacted to investigate this issue. File the complaint.
